How Much Does Car Import Cost in Ukraine in 2026

Customs clearance for passenger cars in Ukraine comprises three statutory taxes: import duty, excise tax, and value-added tax (VAT). In addition, a mandatory pension fund fee applies upon initial state vehicle registration.

  • Import duty — typically 10% of customs value (0% for pure electric vehicles)
  • Excise tax — based on engine type, displacement, and vehicle age
  • VAT — standard 20% on the combined base (customs value + duty + excise)
  • Pension registration fee — 3%, 4%, or 5% based on car price excluding VAT (EVs exempt)

How Petrol Car Customs Duty Is Calculated

For petrol vehicles, the base excise rate is €50 (engines up to 3000 cm³) or €100 (over 3000 cm³). The excise formula is: Base rate × (Displacement ÷ 1000) × Age coefficient (capped at 15 years).

Example: a €10,000 petrol car, 2000 cm³, 5 years old. Duty: €1,000 (10%). Excise: 50 × 2 × 5 = €500. VAT: (€10,000 + €1,000 + €500) × 20% = €2,300. Total customs taxes: €3,800.
